What size is a 28 x 35 cm frame?
In the UK, it holds a 28 × 35 cm picture. The outside is bigger by the moulding width, for example about 35 × 42 cm with a 35 mm moulding.

Nearly, but not exactly. 14 x 11 inches is 27.9 × 35.6 cm, about the same width but 6 mm taller. In the UK we make this frame at 28 × 35 cm, and in the US at 14 x 11 inches. If your print is in exact inches, measure it, and choose made to measure if it's taller than 35 cm.
