In the UK, these frames hold artwork measuring 30 × 40cm. In the US, the same frame is sold as 16 x 12 inch (12 x 16), holding a 30.5 × 40.6cm picture. It's a 3:4 shape close to A3, and a popular size for art prints and illustrations that need a little more height.

What size is a 30 x 40 cm frame?
In the UK, it holds a 30 × 40 cm picture. The outside is bigger by the moulding width, for example about 37 × 47 cm with a 35 mm moulding.
